Short curriculum

Macerata, 23 June 1963. Married, three children. She is Associate Professor of Physical Chemistry at the Department of Chemistry, Biology and Biotechnologies of the University of Perugia. She gained the National Scientific Qualification as a full professor in Models and Methods in Chemical Sciences. She teaches Advanced Physical Chemistry in the Master’s Degree Programme in Chemical Sciences, and Cryopreservation and Biobanks in the Master’s Degree Programme in Molecular and Industrial Biotechnology, whereof she is President since April 7, 2016.

She is in charge since 2006 of the research group "Molecular Spectroscopy". The research activity concerned the study of structural and dynamic properties of systems of biological interest in the liquid phase, investigated by molecular spectroscopy techniques. She is also involved in scientific aspects related to bioethics issues, and governance aspects of Biotechnology and Life Sciences, with particular regard to the topic of cryopreservation of cells and tissues, first explored by spectroscopic techniques and generally examined in the context of new issues of biotechnology governance in the medical field.

She is the author of more than 100 papers on Physical Chemistry published in international scientific journals, and more than a hundred contributions to national and international conference proceedings.

Among the national and international institutional appointments: since 2006, she is member of the National Bioethics Committee. She has been scientific adviser to the Minister Maurizio Sacconi; since July 2013, she is expert adviser of the Minister of Health Beatrice Lorenzin. As expert in Bioethics, Biotechnology and Life Sciencesissues, she took part in Parliamentary Hearings, she was member of a number of Ministerial Committees and of a working group of the Consiglio Superiore di Sanità (The National Health Council). She is a member of a number of Committees within the Council of Europe. She has been a member of the Italian Government delegation in the hearings held by some UN Committees (CEDAW and ICCPR). She was part of the defense of the Italian Government in two disputes with the European Court of Human Rights, in Strasbourg: the case Parrillo v. Italy, and the case Paradiso and Campanelli v. Italy. As expert, she has participated in the two related hearings at the Grand Chambre, on  July 18, 2014 and on December 9, 2015, respectively. The two disputes were won by Italy.

She is a columnist for the newspaper Avvenire. She was honored with the Order of “Merit of the Italian Republic” by Presidential Decree on December 27, 2013.

Education and academic position

She graduated in Chemistry at the University of Perugia in July 1987, with 110/110 cum laude. Since 2002, she is Associate Professor of Physical Chemistry at the Faculty of Mathematics, Physics and Natural Sciences (now Department of Chemistry, Biology and Biotechnologies) of the same University. In April 2017, she gained the National Scientific Qualification as full professor in Models and Methods in Chemical Sciences.

She currently teaches Advanced Physical Chemistry in the Master’s Degree Programme in Chemical Sciences, and Cryopreservation and Biobanks in the Master’s Degree Programme in Molecular and Industrial Biotechnology, whereof she is President since april 7, 2016.

She has been a member of the College of Professors of Ph.D. Programme in Chemistry, University of Perugia from the XXII Cycle of 2006 to the XXVIII of 2012. She is a member of the College of Professors in Biotechnology, University of Perugia , XXXII cycle, by AA 2016/2017.

She has been a member of the Academic Senate of the University of Perugia, as a representative of Associate Professors of macro area 3 (Chemical Sciences, Biological Sciences and Medical Sciences) from 1.12.2009 to 31.12.2013. She has served on the Board of the Department of Chemistry, Biology and Biotechnology from its establishment.

Research

At the Department of Chemistry, Biology and Biotechnology of the same university, she has been in charge, since 2006, of the research group on "Molecular Spectroscopy”, which is her core scientific activity. The research activity concerned the study of structural and dynamic properties of systems of biological interest in the liquid phase, investigated by molecular spectroscopy light scattering (Raman, Depolarized Rayleigh) and absorption (FTIR) techniques, in micro and macro experimental configuration.

She carried out research at the Consejo Superior de Investigaciones Científicas in Madrid, in June and July 1990, and at the Technische Universität (TU) Carolo-Wilhelmina in Braunschweig (Germany), from February to December 1991.

She participated in projects PRIN (Projects of Relevant National Interest) industry in the years 1997-2007, and was responsible for a local research unit of FIRB (Fund for Investment in Basic Research) 2001 "Dynamics of molecular liquids." 

She is also involved in scientific aspects related to bioethics issues, and governance aspects of Biotechnology and Life Sciences, with particular regard to the topic of cryopreservation of cells and tissues, first explored by spectroscopic techniques and generally examined in the context of new issues of biotechnology governance in the medical field

She was the scientific coordinator of the Department of Chemistry of the University of Perugia for research projects as part of agreements with AIFA (Italian Drug Agency), University “La Sapienza” (Roma) and CNT (National Transplant Center). She was the principal investigator of the project "Analysis and optimization of the process of cryopreservation of cell lines by means of spectroscopic techniques ", funded by Fondazione Cassa di Risparmio of Perugia.

She is the author of more than 100 papers on Physical Chemistry published in international scientific journals, and more than a hundred contributions to national and international conference proceedings.

She is the author, with Eugenia Roccella, of “La favola dell’aborto facile. Miti e realtà della pillola abortiva Ru486”, ed. Franco Angeli, Milano, 2006, second edition 2010.

National and international institutional appointments

Since 2006, she is member of the National Bioethics Committee, and from 2012 to 2015 she was also member of the National Committee for Biosafety, Biotechnology and Life Sciences; both Committees are advisory bodies to the Presidency of the Council of Ministers.

Since April 13, 2016 she is member of the University Committee on Bioethics of the University of Perugia.

From 2009 to 2012, she was the National Coordinator of the National Multi-sectorial Committee for Breastfeeding.

Former expert at AIFA (Italian Drug Agency) on "Ethical, legal, regulatory biological material of biobanks of human origin", she is currently an expert at the National Council for Transplant cells and tissues with regard to the issue of medically assisted procreation, and for this expertise she participated in the working groups EDQM (European Directorate for the Quality of Medicines and HealthCare) Council of Europe, also contributing to the drafting of the “Guide to the quality and safety of tissues and cells for human application”, 2nd Ed. ( 2015).

From July 2008 to January 2010 and from February to November 2011, she was scientific adviser to the Minister of Health, Maurizio Sacconi. Since July 2013, she is scientific adviser to the Minister of Health, Beatrice Lorenzin. As an expert in Bioethics, Biotechnology and Science of Life issues, she took part in Parliamentary Hearings, she was member of a number of Ministerial Committees and of a working group of the Consiglio Superiore di Sanità (The National Health Council).

Since June 2013, she is member of the Italian delegation of the Steering Committee "European Committee (Partial Agreement) on organ transplantation (CD-P-TO)", and since May 2015, she is a co-representative of the Italian Government in the Committee on Bioethics (DH-BIO), both at the Council of Europe.

 Appointed by the Italian Government:

she has been a member of the Italian Government delegation in the hearing held by the UN Committee CEDAW (Convention on the Elimination of All Forms of Discrimination Against Women): New York, on July 14, 2011 and Geneva, on July 4 2017, respectively at the VI and VII Periodic Report of the Italian Government on the implementation of CEDAW;

-       she has been a member of the Italian Government delegation in the hearing held by the UN Committee ICCPR (International Covenant of Civil and Political Rights), Geneva, March 9-10, 2017

-        she represented the Ministry of Health in two interventions (24 April 2014 and 24 May 2016) at the Council of Europe GR-SOC (on two collective complaints from IPPF-EN and CGIL against Italy, previously accepted by the European Committee of Social rights. In both cases the Committee of Ministers of the Council of Europe has positively assessed the Italian report).
